Abstract

ABSTRACT Problem Statement/Background (GAP) : The Bureaucratic reform is essentially an effort to reform and fundamental changes to the system of governance, especially concerning the institutional, management and human resources aspects of the apparatus. One of the functions of human resource management is to get the right people in terms of quality and quantity. In order to carry out the work or job duties properly, the placement of apparatus in each position or field of work needs to be considered. Efforts that can support this are to carry out job analysis in government organizations. Purpose: The purpose of this research and applied research apprenticeship is to find out the description of implementation, constraints and obstacles, and their efforts in implementing job analysis in the placement of civil servants in Staffing and Human Resource Development Agency of Aceh Besar Regency. Methode: This research is a qualitative research using descriptive method with an inductive approach. The technique for collecting data is by using interviews, observations, questionnaires and documentation. As well as data analysis techniques, namely by using data reduction, data presentation, and drawing conclusions. Result & Conclution: From this research and internship, it was concluded that the implementation of job analysis was still not maximal in the placement of civil servants as seen from there were several positions that were not in accordance with competence. The inhibiting factor encountered is information about the unclear terms of office. While the efforts made are by increasing the competence of civil servants.
