Abstract

An organization that is running well is indicated by the presence of one indicator, namely the cog in the form of competent human resources. This aspect is a very important asset to achieve the success of an organization. To achieve this success, it is necessary to conduct competency development, as stated in Law Number 5 of 2014 article 70 paragraph (1) concerning State Civil Apparatus which emphasizes that every State Civil Apparatus has the right and opportunity to develop competencies. This study entitled State Civil Apparatus Competency Development through Functional Training at the Regional Education and Training Personnel Agency of Magelang Regency, Central Java Province. This research is intended to identify and describe how the implementation of competency development is seen from the technical training aspects at the Magelang District Education and Training Personnel Board. The research design that the writer uses is qualitative research with descriptive methods and an inductive approach. Data collection techniques through interviews, observation, and documentation. The researcher used data analysis techniques using data analysis techniques according to the Miles and Huberman model which consisted of data reduction, data presentation and conclusion drawing. The results showed that the implementation of apparatus competency development in the Regional Civil Service Agency for Education and Training of Magelang Regency was good, this can be seen from the performance of employees in Magelang Regency which are generally competent. However, there are still some obstacles in the implementation of the Functional training which causes the results of the implementation of the training to be less than optimal. There are several suggestions from the author in this study for competency development through Functional training at the Magelang District Education and Training Personnel Agency so that it runs more optimally.
