Abstract

Problem Statement/Background (GAP): The author focuses on the problem of low civil servant’s performances in the Department of Employment, Administration and Public Places in Secretariat of The Administrative City of East Jakarta. Purpose: This study aims to know the effectiveness of the employee additional income program in Jakarta Province in order to increase the civil servant’s performances. Method: The study employed descriptive and qualitative method using the effectiveness theory of William N Dunn and also used the theory of performances by Wirawan. The technique of collecting data are done by interview (10 informant), documentation and observation. Result: The result of research showed that employee additional income is moderately effective to raise the civil servant’s performances. Based on the result of interview, documentation and observation, employee additional income becoming a motivation to the civil servant for increasing their performances. Conclusion: Employee additional income is moderately effective to raise the civil servant’s performances. however, the government meets some difficulty in the process of implementing the program. Although there are some problem affect the program’s effectiveness, the civil servant in the Department of Employment, Administration and Public Places in Secretariat of The Administrative City of East Jakarta, between staff and directions, are having mutual cooperation to solved the problem.
