Abstract

ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The This online birth certificate is a service from the Padang City Population and Civil Registration Service in accelerating the ownership of a birth certificate, which can be used through the website provided by the Padang City Population and Civil Registration Service through Google Chrome, which is useful for making it easier for the public to take care of birth certificates..Purpose: to measure the implementation of online birth certificate services, find out the inhibiting factors and the efforts made by the Padang City Population and Civil Registration Office in overcoming obstacles in online birth certificate services. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result In general, this online birth certificate service can be said to have been going well. This is evidenced from the four dimensions described by Edward III where from the 4 dimensions in Edward III, namely communication, resources, disposition and appointment of bureaucrats have been achieved well, but from the 4 dimensions 3 dimensions have been achieved well, and there is 1 dimension which has not been achieved properly is communication but in practice the communication dimension does not go well because it is hampered by the socialization of communication services not being conveyed to the intended target, namely online birth certificate service notification. Conclusion: In general, this online birth certificate service can be said to have been going well.
