Abstract
Citizens have equal rights in nation and state, including in administration population service. Labuhanbatu Selatan Regency is a new district, hopefully the citizens prosperous recovered evenly. Prosperity is not only from economy factor but also from administration population factors. The Data show only several abandoned person subject got service administration population . Studies case once found a person with mental disorder body without history recording. The uneven data collection of abandoned person identified that ther’s an existence service problem of data collection and publishing document population for the abandoned people. The objectives of this study is to find out the effectiveness service data collection and publishing document population for abandoned people and the factors that hold the action as well as the effort from Service Population and Registration civil in overcome the struggle. This study uses a qualitative approach with descriptive methods and uses inductive theory construction. The Data collection techniques used is interviews, observations, and documentation. The results shows that the service data collection and publishing document population for abandoned people in the South Labuhanbatu Regency is yet effective. This could be happen because indicator socialization is not yet qualified. The effectiveness of these services has obstacles, namely the absence of a homebase for displaced people, the absence of socialization of services and the lack of coordination and communication between related agencies. The researcher's suggestion is that the Department of Population and Civil Registration of South Labuhanbatu Regency increases socialization in order to grow the responsibility of displaced people and procure special lanes for the blind in the office service area.blind in the service area office .
