Abstract
The Covid-19 pandemic that hit Indonesia, especially Trenggalek Regency, had an impact not only on health, but also on many other aspects of life. One of them is the economic activity of the population which includes employment activities. Employment activities affected by the pandemic include many people who have lost or quit their jobs and become unemployed. This increasing number of unemployed has become one of the government's focuses in the recovery process after the Covid-19 pandemic. Objective: to find out the role of the Department of Industry and Manpower in overcoming the problem of unemployment during the COVID-19 pandemic in Trenggalek Regency. Methods: the research method is descriptive qualitative and data collection is done by means of observation, interviews, and documentation. The role of the Department of Industry and Manpower is viewed from the five dimensions presented by Horoepoetri & Achmad Santosa, namely the role as a policy, the role as a strategy, the role as a communication tool, the role as a dispute resolution tool, and the role as therapy. Then to see how the role is, the researcher uses several determining factors such as facilities and infrastructure, budget, partnership and community participation. Results/Findings: The researcher found that the various policy programs that were launched and implemented had been going well. Although there is a lack of community participation in finding out information related to programs owned by the Department of Industry and Manpower. But in the end, efforts have been able to restore unemployment. Conclusion: research shows that the Department of Industry and Manpower has played an active and optimal role in its efforts to overcome unemployment problems.
