Abstract

Problem Statement/Background (GAP): The Civil Service Police Unit of Bantaeng Regency acts as an enforcer of health protocols in accordance with local regulations regarding applicable health protocols, that the Civil Service Police Unit has the authority to carry out judicial operations to the community and take enforcement action if there are people who do not comply with health protocols. Purpose: (1) identify and analyze the role of Satpol-PP in enforcing health protocols; (2) knowing the inhibiting factors in the enforcement of health protocols; and (3) knowing the efforts made by Satpol-PP in enforcing health protocols in Bantaeng Regency. Method: This research uses role theory according to Soekanto with qualitative descriptive research method. Data collection techniques are interviews, documentation, observation. The data analysis technique used is an interactive model by means of data reduction, data presentation, and drawing conclusions. Result: The results of the study indicate that the Civil Service Police Unit has an important role in efforts to enforce the COVID-19 health protocol in Bantaeng Regency and has carried out its duties well. There are several obstacles, namely budget constraints, the number of personnel, facilities and infrastructure, as well as the lack of public understanding of health protocols and the lack of public respect for Civil Service Police Unit members in carrying out their duties. The efforts made by the Civil Service Police Unit in enforcing the COVID-19 Health Protocol in Bantaeng Regency are increasing the intensity of the socialization of health protocols and providing understanding to the public, both business actors and visitors who are often in crowds, to comply with the applicable health protocols.
