Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the low number of competent and capable civil servants in their fields. Purpose: The purpose of this study was to determine the competency development of the State Civil Apparatus at the Regional Personnel Agency, Serdang Bedagai Regency, North Sumatra Province.. Method: This study uses mixed methods and analysis of the participation stage according to Yadav's Theory. Data collection techniques were carried out by in-depth interviews (8 informants), and documentation. Result: The findings obtained by the authors in this study are that civil servants in the implementation of education and training have actually been going well, but the results are still not optimal because there are employees who are less enthusiastic in implementing the education and training. Employees who are less enthusiastic in participating in the education and training cause less than the maximum in implementing the results of the training.. Conclusion: The competency development of Civil Servants organized by the BKD of Serdang Bedagai Regency has been carried out well but not yet optimal. The inhibiting factors found in the implementation of competency development are the lack of budget for the implementation of the education and training, the limited number of training participants, the lack of motivation of employees to attend the training, widyaiswara who are less proficient in providing material, and also less than optimal results. Efforts made by the BKD of Serdang Bedagai Regency in overcoming obstacles to competency development through this technical training were to propose an increase in the amount of the budget, propose an increase in the number of training participants, motivate employees about the importance of education and training, replace widyaiswara who are less capable in imparting their knowledge, and also conduct evaluations in order to obtain optimal training results.
