Abstract

Problem Statement/Background (GAP): The author focuses on the problem about the Competence Development of the State Civil Cervants in the Office of Cooperatives, Small Medium Enterprises and Industry, Ogan Komering Ilir Regency. Background from 30 employees, 15 employees are not yet competent (50%), because of the less motivated to participate in education or training, if unchecked it will services not being optimal because employees are less skilled in their duties. Other reason that placement of employees has not implemented the right man on the right place. Purpose: This research aim to identify and analyze how the development in the Office of Cooperatives, Small Medium Enterprises and Industry, Ogan Komering Ilir Regency to increase their civil servant’s competence, knowing the obstacle factors and the efforts to resolve the obstacles. Method: This is qualitative research using observations consisting :(1). Education and training;(2).Study assignments;(3).Mutations. Result: The results show:(1). In sub training, although the opportunity for joining a study assignment has been given with the limited quota, but the employe’s problem is less motivation to increase their competences; (2).in the sub-mutations still politically influenced and had not used the merit system optimally. Conclusion: The competence development of the State Civil Cervants in the Office of Cooperatives, Small Medium Enterprises and Industry, Ogan Komering Ilir Regency has been running well, but in their implementation researcher found some obstacles such as the low motivation of employees to increase their competence because of the age factors and the other problems such as political factors.
