Abstract
Problem/Background (GAP) : This research is motivated by the number of voter participation in the 2020 SouthKalimantan gubernatorial election in West Banjarmasin District, Banjarmasin City which can be said to be not optimal, because only 54.37% of those who use their voting rights are still far fromthe target desired by the KPU. This study aims to describe and analyze the low voter participation, influencing factors, and efforts that can be made to increase voter participation in the 2020 gubernatorial election in West Banjarmasin District, Banjarmasin City. Methods: used in this study is a descriptive method with an inductive approach, and uses data collection techniques in the form of interviewsand documentation. Result/Findings: The theory used is a form of political participation according to Samuel P. Huntington and Joan Nelson. Based on the results of the research and analysis that has been done by the author, there are several factors that influence voter participation in the 2020 gubernatorial election in West Banjarmasin District, Banjarmasin City, namely 1) Political Factors, where people are disappointed because the pair of candidates being stretched is less varied and assumes if being elected to one of the two will not have an impact on them, 2) Economic factors, during the covid-19 pandemic forcing people to prefer to make a living for their families rather than taking part in the Pilkada election and 3) Socialization factor, because of covid-19 the KPU is difficult to socialize to the community so that it affects the results of the 2020 elections. Conclusion: The author suggests that the government should find a solution to socialize during the COVID19 pandemic and change mindsets, and increase public trust. Maximizing politicaleducation and awareness of the importance of Pilkada activities. The government is also advised to innovate by adding programs to socialize the upcoming gubernatorial elections. Keywords: Voter Participation and Governor Electio nPermasalahan/Latar Belakang (GAP): Penelitian ini di latar belakangi oleh jumlah partisipasi pemilih dalam Pilkada Gubernur Kalimantan Selatan tahun 2020 di Kecamatan Banjarmasin barat Kota Banjarmasin yang dapat di katakan belum optimal, karena yang menggunakan hak pilih nya hanya 54,37%, masih jauh dari target yang di inginkan oleh KPU. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis rendahnya partisipasi pemilih, faktorfaktor yang mempengaruhi, serta upaya yang dapat di lakukan untuk meningkatkan partisipasi pemilih dalam Pilkada Gubernur tahun 2020 di Kecamatan Banjarmasin Barat Kota Banjarmasin. Metode: yang di gunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan induktif, serta menggunakan teknik pengumpulan data berupa wawancara dan dokumentasi. Teori yang digunakan adalah bentuk partisipasi politik menurut Samuel P. Huntington dan Joan Nelson. Hasil/Temuan: Berdasarkan hasil penelitian dan analisis yang telah di lakukan penulis, terdapat beberapafaktor yang mempengaruhi partisipasi pemilih dalam Pilkada Gubernur tahun 2020 di Kecamatan Banjarmasin Barat Kota Banjarmasin, yaitu 1) Faktor Politik, dimana masyarakat kecewa karena pasangan calon yang di usung kurang variatif dan berasumsi jika terpilih salah satu keduanya tidak akan berdampak bagi mereka, 2) Faktor ekonomi, di masa pandemi covid-19memaksa masyarakat lebih memilih mencari nafkah untuk keluarga nya dari pada mengikuti pemilihan Pilkada dan 3) Faktor Sosialisasi, karena covid-19 susah nya KPU melakukan sosialisasi kepada masyarakat sehingga mengakibatkan berpengaruh pada hasil Pilkada tahun 2020. Kesimpulan: Penulis menyarankan hendaknya pemerintah mencari solusi untuk mensosialisasikan di masa pandemi covid-19 dan mengubah pola pikir, serta menambah kepercayaan masyarakat. Memaksimalkan pendidikan politik dan kesadaran pentingnya kegiatan Pilkada. Pemerintah juga disarankan untuk berinovasi dengan cara menambah program-program dalam melakukan sosialisasi Pilkada Gubernur yang akan datang. Kata Kunci: Partisipasi Pemilih dan Pemilihan Gubernur.
