Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) Selection of CPNS formations in 2019 The Indonesian government is faced with the COVID-19 pandemic that has hit not only Indonesia but the whole world is feeling the impact. Therefore, the Minister of State Apparatus Empowerment immediately issued a circular letter to the regional government on March 17, 2020 to postpone the schedule for the implementation of the 2019 Formation CPNS selection SKB with Number B/318/M.SM.01.00/2020 with an immediate nature.Objective: To find out and describe the effectiveness of CPNS recruitment during the COVID-19 pandemic in Ternate City, North Maluku Province. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The recruitment process for prospective civil servants at the Agency for Personnel and Human Resources Development of North Maluku Province has been effective but not yet efficient due to the emergence of the COVID�19 pandemic which has made the implementation of the recruitment process take longer, but overall it is very good.Conclusion: the effectiveness of the recruitment of prospective Civil Servants at the BKPSDM, the authors conclude that the implementation of the recruitment of Civil Servants has not been effective where the implementation of the recruitment carried out has not all been in accordance with the planned targets where at the time of the test there was a delay in the implementation of the test, namely the implementation of the SKB test, the implementation of the test. This SKB was postponed due to the emergence of Covid-19. Candidates for civil servants who pass the test are even less than the quota that has been set by the Menpan-RB this is because there are some parts that do not pass. Efforts made by the Ternate City BKPSDM as the implementation committee for the procurement of cpns selection in overcoming the related obstacles, namely delaying the implementation of the SKB selection test until waiting for the Minister of Pan's circular letter regarding the continuation of the test. Rescheduling related to the implementation of the test to prepare for the implementation of the test during the covid-19 pandemic.
