Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the spread Coronavirus Disease which affects the stability of the country's financial system. To overcome this, ministries, institutions and regional governments are directed to reallocate budgets, refocus activities and procure goods and services to accelerate the handling of Covid-19. In response to this directive, the Regional Secretariat of Labuhanbatu Regency carried out a refocusing and reallocation of the budget for the maintenance of assets or property belonging to the region that supports government affairs. Purpose: The purpose of this study was to determine how the implementation of refocusing and budget reallocation on asset maintenance at the Regional Secretariat of Labuhanbatu Regency, the obstacles and efforts in implementing the refocusing and reallocation of the budget. Methods: This study uses a descriptive qualitative method with an inductive approach and analysis of the theory of implementation of Van Meter and Van Horn. Data collection techniques were carried out by interviews (6 informants), observation and documentation. Results/Findings: The findings obtained by the authors in this study are that the Regional Secretariat of Labuhanbatu Regency has implemented financial policies related to refocusing and reallocating budgets for asset maintenance for activities to accelerate the handling of Covid-19. However, in its implementation there are several obstacles including adjustments to new regulations in a short time, there are programs and activities as well as cooperation with third parties that have been running, and the weak response to the latest Government directives. Center. Conclusion: The Labuhanbatu Regency Regional Secretariat efforts to overcome obstacles are coordinating with Regional Secretariat apparatus and increasing the intensity of meetings, increasing the intensity of inspection of new policies, as well as establishing and confirming the direction of the central government regarding budget rationalization. Keywords: Covid-19, Refocussing, Budget Reallocation ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada Penyebaran Coronavirus Disease 2019 berpengaruh terhadap stabilitas sistem keuangan negara. Mengatasi hal tersebut kementerian, lembaga serta pemerintah daerah diarahkan untuk melakukan realokasi anggaran, refocusing kegiatan serta pengadaan barang dan jasa untuk percepatan penanganan Covid-19. Sebagai respon terhadap arahan tersebut Sekretariat Daerah Kabupaten Labuhanbatu melaksanakan refocusing dan realokasi anggaran terhadap pemeliharaan aset atau barang milik daerah penunjang urusan pemerintahan. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pelaksanaan refocusing dan realokasi anggaran terhadap pemeliharaan aset di Sekretariat Daerah Kabupaten Labuhanbatu, hambatan serta upaya dalam pelaksanaan refocusing dan realokasi anggaran tersebut. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif dan analisis terhadap teori Pelaksanaan dari Van Meter dan Van Horn.. Teknik pengumpulan data dilakukan dengan wawancara (6 informan), observasi dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu diketahui bahwa Sekretariat Daerah Kabupaten Labuhanbatu telah melaksanakan kebijakan keuangan terkait refocusing dan realokasi anggaran terhadap pemeliharaan aset untuk kegiatan percepatan penanganan Covid-19. Namun dalam pelaksanaannya terdapat beberapa hambatan diantaranya penyesuaian terhadap peraturan baru dalam waktu yang singkat, terdapat program dan kegiatan serta kerjasama dengan pihak ketiga yang telah berjalan, serta lemahnya respon terhadap arahan terbaru Pemerintah Pusat. Kesimpulan: Sekretariat Daerah Kabupaten Labuhanbatu upaya yang dilakukan dalam mengatasi hambatan adalah berkoordinasi dengan perangkat Sekretariat Daerah dan meningkatkan intensitas rapat, meningkatkan intensitas pemeriksaan kebijakan baru, serta menetapkan dan menegaskan arahan pemerintah pusat terkait rasionalisasi anggaran.
