Abstract

Problem Statement/Background (GAP): The family card is a residence document which is valid and strong proof of the identity status of the family as well as a requirement for the issuance of other important documents. With the electronic signature, it is a program to accelerate population documents without having to meet face to face. Purpose: This study was conducted to determine the effectiveness of electronic signature services in issuing family cards at the Jayapura City Population and Civil Registration Service. Method: The research method used is a qualitative descriptive method with an inductive approach. Data collection techniques through interviews, documentation and observation. While the data analysis technique is by doing data reduction, presenting data and drawing conclusions according to Gibson and Steers Theory in Sumaryadi’s book. Result: Based on the results of the study of 5 (five) effectiveness indicators, there that has not been achieved, namely Effiviency, because obstacles are still found, namely internet network connections that are often interrupted, lack of human resources, lack of facilities to support the implementation of electronic signature services. Conslusion: Based on this, the researcher gave suggestions to the Jayapura City Population and Civil Registration Office which is expected to improve the system related to the use of the internet network to support electronic signature services, increase the number of employees and facilities and infrastructure.
