Abstract

Problem Statement/Background (GAP): The government service system needs a change in service with an easier and more effective method. Problems will arise in the delivery of community services, such as those that occurred at the Department of Population and Civil Registration, namely a lack of public understanding of how to manage incoming moving letters and a lack of public awareness of the importance of incoming moving letters Purpose: The Department of Population and Civil Registration makes efforts to improve services, one of which is the service of moving residents in Kupang City which aims to create a more effective, efficient, transparent and accountable implementation of public services and provide convenience for service users. Method: The research method used is descriptive qualitative research method. Data obtained through observation, interviews and documentation. The data analysis technique is done by reducing the data, presenting the data and drawing conclusions from the data obtained in the field. In the context of implementing more effective, efficient, transparent and accountable public services and providing convenience for service users, the Department of Population and Civil Registration has made efforts to improve services, one of which is the service of moving to come residents in Kupang City Result: Of the five dimensions based on Fitszimmons theory of public service, there is one dimension that still finds obstacles. Conclusion: The theory used to analyze is the theory of Fitzsimmons in Mulyadi which mentions five dimensions of the quality of public services, namely: Reliability, Tangibles, Responsiveness, Assurance, Empathy. Based on the research that has been carried out, the authors conclude that the administration of moving-in population administration services is effective and efficient, which can be proven by the absence of complaints from service users and the service process has been effective and efficient at the Office of Population and Civil Registration of Kupang City. The suggestion from the author to the Department of Population and Civil Registration of Kupang City is to improve service facilities, especially moving to come and start maximizing online services.
