Abstract
ABSTRACT COLLABORATION OF MANAGEMENT OF VAMAGES AND BEGGERS IN THE SOCIAL SERVICES OF LAHAT REGENCY, SOUTH SUMATRA PROVINCE By : Nyoman Augusto Mardika The number of homeless and beggars on the streets of Lahat Regency are not entirely residents of Lahat Regency, but many are residents from outside the region. From these problems, it shows that the government is not ready to face the root of the problem. Public order has not gone well in Lahat Regency. Regional Regulation Number 1 of 2010 concerning Order, Cleanliness and Beauty has not been effectively implemented. The purpose of this study: to identify and analyze the collaboration between homeless people and beggars, to explain the inhibiting factors and to describe the efforts made by the Social Service and the Civil Service Police Unit. Handling Homeless and Beggars in Lahat Regency. The research method used is descriptive qualitative, data collection is done through interviews, observations, non-participants and documentation. Based on the results of the research, the handling of homeless and beggars was carried out in a direct persuasive manner through control by the Civil Service Police Unit, then submitted to the Social Service for guidance and rehabilitation activities, and repatriation by the relevant Social Service. The author suggests that a regional regulation / regional regulation be made which regulates the prohibition of providing assistance or compensation to homeless people and beggars in Lahat Regency. ABSTRAK KOLABORASI PENANGGULANGAN GELANDANGAN DAN PENGEMIS DI DINAS SOSIAL KABUPATEN LAHAT PROVINSI SUMATERA SELATAN Oleh : Nyoman Augusto Mardika Banyaknya gelandangan dan pengemis di jalanan Kabupaten Lahat bukan sepenuhnya penduduk dari Kabupaten Lahat, melainkan banyak juga yang merupakan penduduk dari luar wilayah. Dari permasalahan tersebut menunjukan kurang siapnya pemerintah dalam menghadapi akar permasalahan. Ketertiban masyarakat belum berjalan dengan baik di Kabupaten Lahat. Peraturan Daerah Nomor 1 Tahun 2010 tentang Ketertiban, Kebersihan dan Keindahan belum efektif dilaksanakan. Tujuan penelitian ini: Untuk mengetahui dan menganalisis Kolaborasi Penanggulangan Gelandangan dan Pengemis, menjelaskan faktor penghambat serta mendeskripsikan upaya yang telah dilakukan Dinas Sosial dan Satuan Polisi Pamong Praja. Penanggulangan Gelandangan dan Pengemis di Kabupaten Lahat. Metode penelitian yang digunakan adalah deskriptif kualitatif, pengumpulan data dilakukan melalui wawancara, observasi,non participan dan dokumentasi. Berdasarkan hasil penelitian dalam penanggulanggan Gelandangan dan Pengemis dilakukan secara persuasif langsung melalui penertiban oleh Satuan Polisi Pamong Praja, Kemudian diserahkan kepada Dinas Sosial untuk dilakukan kegiatan pembinaan dan rehabilitasi, serta dilakukan pemulangan oleh Dinas Sosial terkait. Penulis menyarankan dibuat Perda/Perkada yang mengatur mengenai pelarangan pemberian bantuan atau santunan kepada Gelandangan dan Pengemis yang ada di Kabupaten Lahat.
