Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) The importance of budget absorption starting from planning to accountability reports has an impact on the government regarding its performance on public services. Sub-optimal absorption of regional budgets indicates that the use of resources is not optimal to produce activities that stimulate the regional economy. 2021 is a sufficient year in the budget absorption process due to the pandemic, which has forced the government to prioritize public health compared to the planned development in 2020. Objective: to get an idea related to optimizing the absorption of regional spending budgets in the 2021 Regional Revenue and Expenditure Budget (APBD. )Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result Optimizing the Absorption of Regional Revenue and Expenditure Budgets During the Covid-19 Pandemic in the Regional Financial and Asset Management Agency of Bulungan Regency is optimal because there are seven indicators that are quite good, namely physical output indicators, non-physical outputs, output functions, direct effects on the long term. medium, ultimate goal, achievement, and many positive impacts.Conclusion: Absorption of the regional budget in the 2021 APBD of Bulungan Regency is quite optimal. There are seven indicators that are quite good and one indicator that is not good. The inhibiting factor is the low rate of budget absorption. Efforts are being made, namely evaluation to support Optimal Budget Absorption in Bulungan Regency as a supporter of accelerating the handling of Covid-19 using budgets from other activities that are not priorities in supporting the acceleration of handling Covid-19.
