Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). Baubau City is one area that has problems regarding alcoholic beverages that often occur. There are still many who consume alcoholic beverages with high doses, causing a decrease in awareness and criminal acts due to a lack of self-control. it is necessary to improve performance that is more reliable and the role of law enforcement officers in conditioning their territory to ensure security and order. Therefore, there is a need for intensive communication between the government, local law enforcers and community leaders Objective: to find out the role of the Baubau City Civil Service Police Unit in carrying out its role as Enforcer of Regional Regulations concerning the Supervision, Control and Sales of Alcoholic Beverages in Baubau City, Southeast Sulawesi Province. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The Civil Service Police Unit has carried out its duties and responsibilities in the supervision of alcoholic beverages with adequate facilities and members of the Satpol PP who are quite active in supervision in the field, but there are still some obstacles that become obstacles in carrying out operations, for example the existence of sellers and users of beverages. Alcoholics who still often play cat and mouse with the Satpol PP who carry out raids.Conclusion: The Baubau City Civil Service Police Unit has carried out its tupoksi in enforcing the Regional Regulation but it cannot be said to be stable because there are still many sellers of Alcoholic Drinks whose points have not been found and many are playing around with Satpol PP officers in carrying out raids. In addition, there is still a lack of facilities and infrastructure that can support the smooth operational process of Alcoholic Drinks. Raids are usually carried out due to sudden reports from the public because of the inconvenience that occurs around them. Although it has a role in handling Alcoholic Drinks, Satpol PP does not have the right to proceed to the legal realm unless there is a crime because Satpol PP cannot make Detention or Arrest because there is no law or regional regulation that mentions this.
