Abstract

ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The use of technology in public services by the government shifts the service model that was previously crumpled and seems old-fashioned to become a service that can be monitored and accessed by the public more quickly and simply. and the Mimika Regency civil registry made a policy that was supported by the local government by providing 3 in 1 services with a special program Lala Pu Kaka in which this program collaborated with several hospitals in Mimika Regency with the aim of providing effective services to newborns. Objective: to find out how the effectiveness of population administration services through the Lala Pu Kaka program in Mimika Regency, what factors are the obstacles in the issuance of Birth Certificates, Family Cards, and Child Identity Cards (KIA) and what efforts are made by the Mimika Regency Population and Civil Registration Office. in overcoming the inhibiting factors in the issuance of Birth Certificates, Family Cards, and Child Identity Cards (KIA).Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: services of Lala Pu Kaka from the Mimika Regency Population and Civil Registration Service. To analyze this problem, the researcher uses Gibson and Steers theory with 5 dimensions, namely productivity is still not said to be effective because the percentage results in 2019 and 2020 have decreased then for product quality, Efficiency, Flexibility, and Satisfaction have been said to be Effective because they have met the operational standards of the Service and the level of satisfaction of the people who receive the service.Conclusion: not yet fully effective because the dimension of productivity, which is related to the number of ownership of Birth Certificates, Family Cards, and Child Identity Cards (KIA) every month in 2021 in Mimika Regency is still lacking. In addition, there are obstacles such as the lack of employees in the Lala Pu Kaka program service at the Mimika Regency General Hospital, existing facilities and infrastructure and socialization that has not touched the community as a whole. The researcher's suggestion regarding the effectiveness of population administration services through the Lala Pu Kaka program is to improve the facilities and infrastructure and optimize cooperation with various parties.
