Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research The Regional Government of Parigi Moutong Regency through the Department of Marine Affairs and Fisheries encourages every village in every sub-district to create a Joint Business Group (KUB) for fishermen with the aim of being a forum for all layers of fishermen to provide mutual benefits in improving quality together. Improving the quality of fishermen is carried out by means of coaching, mentoring and providing assistance with tools that support quality improvement by the Department of Marine Affairs and Fisheries. With the aim that coastal fishing communities in Parigi Moutong Regency, especially fishermen who are not yet empowered, can turn out to be more empowered and provide mutual benefits. Objective to obtain an overview of the empowerment of fishermen in Parigi District through the KUB program by the Department of Marine Affairs and Fisheries of Parigi Moutong Regency. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The implementation of fishermen empowerment through KUB by the Marine and Fisheries Service of Parigi Moutong Regency through the dimension of authority has not been given full authority to maintain this KUB process according to applicable regulations, but the agency only carries out supervision and plays the role of the activity, namely the KUB so as not to reduce independence. from each KUB. Then, through the Confidence and Competence dimensions, the fishing community in Parigi District is still lacking because the provision of expertise and knowledge by the Service is rarely carried out in KUB-KUB in Parigi District..Conclusion: The empowerment of fishermen through the KUB program by the Department of Maritime Affairs and Fisheries of Parigi Moutong Regency has not been maximized, because there are still inhibiting factors such as the existence of interest groups that make empowerment not right on target, there is still a lack of skill development provided to fishermen in processing catches and the lack of interest of young people in consume marine products.
