Abstract

ABSTRACT Problem Statement/Background (GAP): The administration of population administration services is always improved for the realization of excellent quality services. During the COVID-19 Pandemic. In order to improve the quality of services, the Disdukcapil of Rejang Lebong Regency carried out an innovation, namely online services that can simplify the service process as well as reduce crowds and physical contact in the office in order to prevent and break the transmission of the COVID-19 virus. Purpose: The purpose of this study was to determine the improvement in the quality of birth certificate issuance services during the COVID-19 pandemic. Method: The research method used is a qualitative research method using three data collection techniques, namely Observation, Interview and Documentation. The theory used to analyze is Zeithaml's theory which has five dimensions, namely Tangible, Reliability, Responsiviness. Assurance, Empathy. Result: Based on research that has been carried out, the service quality of the Disdukcapil of Rejang Lebong Regency during the COVID-19 Pandemic in issuing birth certificates has provided maximum results and exceeded the target of 100.26%. Barriers encountered in services include lack of facilities and infrastructure to support online-based services, lack of apparatus resources. The efforts made by Disdukcapil in overcoming these problems are by conducting socialization to the community, providing comfort and continuing to apply health protocols, collaborating with sub-districts, and operating the Mandiri Dukcapil Pavilion (ADM) machine. Conclusion: The service quality of the Disdukcapil of Rejang Lebong Regency in issuing birth certificates can be said to be of high quality. Despite being faced with the COVID-19 virus pandemic, which led to new regulations in administrative services, birth certificate ownership is increasing every year and has exceeded the national target.
