Abstract

Problem Statement/ Background : Based on article 25 of the Tarakan Mayor's Regulation Number 17 of 2020 about prevention and treatment of Covid-19 case specifically in Tarakan City the government could make a partnership among stakeholders by the provisions that had been distributed properly in order to implementing the social movement restriction. Purpose : This study aims to analyse and describe collaborative governance in the development of Small Medium Micro Enterprises in the milkfish culinary subsector during Covid-19 in Tarakan City. Method : This study uses a descriptive qualitative research method with an inductive approach, the data sources in this study are primary and secondary data, data collection techniques are carried out by means of participatory observation, semi-structured interviews, documentation, and data triangulation based on the concept of three-stage collaborative governance and action planning theory according to Ratner 2012. Result : Based on the results of observations, information was obtained that there were 33 business actors in milkfish processing, 16 of which produced milkfish with thorns. Milkfish without thorns is a product whose processing is still very simple, so that simple processing has an impact on a low selling value and does not provide large profits for business actors. Conclusion : The authors conclude that the development of milkfish culinary SMEs during the pandemic by the Dinas KopUKMDag Office of Tarakan City is carried out by providing entrepreneurship training by involving collaboration with the private sector, SOEs, and MSMEs that have successfully run their businesses.
