Abstract

ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The population document is one of the important things to create document order. Along with the development of technology and the pandemic that hit the world at this time the government in this case the Department of Population and Civil Registration of Muara Enim Regency implemented an online service innovation in making Family Cards for effective and efficient family card making services. In an effort to understand the effectiveness of this online service,.Objective: to analyze utilization, explain inhibiting factors, and describe the efforts made by the Department of Population and Civil Registration in increasing the issuance of family cards through the Independent Dukcapil Pavilion.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result:. The effectiveness of online family card making services at the Population and Civil Registration Office of Muara Enim Regency can be said to be effective because the effectiveness of the application can be seen from the fulfillment of indicators in measuring the effectiveness of online services. This is seen by researchers based on effectiveness measures according to Duncan in Steers with dimensions consisting of achievement of goals, integrity, and adaptation. Although there are still some shortcomings in terms of facilities and infrastructure as well as socialization that still needs to be improved to increase the effectiveness of online services. Conclusion: The effectiveness of online Family Card making services at the Department of Population and Civil Registration of Muara Enim Regency is because several dimensions are almost fulfilled, namely goal achievement, integration and adaptation. Factors that hinder the effectiveness of this online family card making service are the lack of an internet network and the lack of public awareness in providing online family card making services. Efforts were made to overcome obstacles in the form of preparing operators in each village and conducting socialization. Keywords: Effectiveness, Online Services, Family Card
