Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The realization of the digitalization era 4.0 and e-Government in population administration service standards is realized by the application of barcode innovation on population documents with the aim of creating appropriate, fast and accurate services. Objective: to analyze the Implementation of Barcode Innovation at the Department of Population and Civil Registration of Lhokseumawe City, identify barriers to implementing Barcodes, and describe efforts to overcome implementation barriers.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result:. The application of Barcode Innovations in accelerating the process of population administration services at the Lhokseumawe City Population and Civil Registration Service which was analyzed based on Van Meter and Van Horn theories was also guided by the related legalistic competencies, so it was considered successful in improving the quality and speeding up the service process, especially in the issuance of Family Card documents. The increasing coverage of the Family Card document is a measure of the success of the Barcode Innovation implementation even though there are several obstacles.. Conclusion: Barcode implementation in the administration of population administration has been going well which is considered to have succeeded in improving the quality and speeding up the service process, although there are several obstacles in the form of network connectivity provided by the central government still having problems, the minimum quantity of employees and the public do not understand the validity of Barcodes. As for some suggestions from the author, namely utilizing technological developments as an effort to resolve network disturbances, recruiting contract and honorary employees and conducting socialization to increase public understanding and trust in Barcodes.
