Abstract
Problem Statement/Background (GAP): The author focuses on the problem of the high rate of population delays in recording and ownership of Electronic ID cards so that it has an impact on the less than optimal fulfillment of national targets related to the recording of Electronic ID cards. Purpose: The purpose of this study was to determine the service, the inhibiting factors, and the efforts made in improving the service quality of the Si Peling innovation (Mobile Service System). Method: This study uses a qualitative descriptive method based on the theory of public service innovation attributes (Rogers in Ismail Nurdin, 2019: 30-33). Data collection techniques were carried out through observation, interviews, and documentation. Result: The findings obtained by the authors in this study are that Si Peling's service innovation has been running well, although there are still some obstacles such as server down and internet network conditions, lack of public knowledge, and limited facilities and infrastructure. Conclusion: Si Peling's service innovation is included in public service innovation that has been going well, this is because Si Peling's innovation has met the criteria of public service innovation (Rogers in Ismail Nurdin, 2019: 30-33). In order to improve the quality of service from innovation, coordination and cooperative relations between local government leaders and those who support this innovation need to be improved so that this innovation can run more optimally and efficiently.
