Abstract
Problem Statement/Background (GAP): Floods are the most frequent hydrometerological disasters that occur in various regions in Indonesia, including the City of Tebing Tinggi. Flood disasters that regularly occur every year can hamper the government's work program and, ultimately, the daily activities of the community. Purpose: BPBD, as an agency formed by the government as a forum for disaster management, has a role to play in dealing with disasters starting from the pre-disaster, emergency response, and post-disaster stages so as to create a community that is alert and resilient to disasters. This study uses a descriptive research method with a qualitative approach. Method: Data collection techniques were carried out by means of interviews, observation, and documentation. The obtained data were then qualitatively analyzed by reviewing all of the data supported by the results of interviews with the theoretical approach proposed by Sondang P. Siagian that the role of the organization is the role of stabilizer, innovator, modernizer, pioneer, and implementer alone. Result: From the results of the study, it can be seen that the role of BPBD in flood disaster management in Tebing Tinggi City is seen to have been implemented well but has not been maximized. Because there are still shortcomings in the budget aspect, the human resources aspect in the internal BPBD of Tebing Tinggi City, and the culture of the people who are still apathetic. Conclusion: However, the Tebing Tinggi City BPBD is trying as much as possible with other stakeholders to increase employee competence and implement community-based disaster reduction policies so that the impact caused by the flood disaster is minimized.
