Abstract
ABSTRACT This research is entitled Implementation of Special Autonomy for Papua in Improving the People's Economy in Merauke District, Merauke Regency, Papua Province. This study aims to determine the extent of implementation and the level of influence carried out in the implementation of Papua's special autonomy policy in improving the people's economy in Merauke District, Merauke Regency, Papua Province. Because in the implementation there are still problems and have not yet achieved the objectives of Otsus because there are still many people who have not felt the success of welfare in the field of education and all fields of development Based on the implementation of the Special Autonomy for Papua as stipulated in Law No. 21 of 2001, it has given a significant role to the local government for the formulation of policies and development programs that favor the people.. To evaluate the program, researchers in conducting this research combine qualitative data and quantitative data so that the results are more accurate. This research will use interactive methods and data collection techniques through interviews, observation, documentation and questionnaires.. In conducting data analysis the author also uses validity and reliability trials using SPSS This study answers the evaluation with the observation that of the 4 variables that have been implemented well but still found some weaknesses from 1 variable, namely resources such as human resources and facilities that have not been fulfilled. Therefore, special autonomy is expected to be a new hope for Papua as a whole and especially in the district. Special autonomy requires a new approach that is more effective, productive and comprehensive to oversee its implementation. based on the results of research conducted by researchers the implementation of special autonomy in improving the people,s economy in Merauke District has an influence in improving the welfare of indigenous. Keywords: Implementation, Special Autonomy, People's Economy ABSTRAK Pelaksanaan otonomi khusus Papua yang sudah berjalan sejak tahun 2001 mempunyai dampak yang besar bagi Papua, akan tetapi pada realitanya masih ada Orang Asli Papua yang hidupnya belum sejahtera walaupun telah diberikan bantuan dan fasilitas dalam kegiatan usaha sehingga ekonomi kerakyatan yang pada dasarnya sangat cocok untuk meningkatkan kesejahteraan Orang Asli Papua, khususnya pada usaha mikro. penulisan ini adalah untuk mengetahui pengaruh otonomi khusus terhadap ekonomi kerakyatan di Distrik Merauke Kabupaten Merauke dan juga mengetahui pelaksanaan otonomi khusus terhadap ekonomi kerakyatan di Distrik Merauke Kabupaten Merauke Provinsi Papua. penelitian yang digunakan adalah penelitian mix method yaitu terdapat data kualitatif dan kuantitatif sehingga data yang didapatkan lebih akurat. Teknik pengumpulan data yaitu melalui observasi , wawancara, dokumentasi serta menggunakan uji validitas dan reliabilitas. Untuk analisis data peneliti menggunakan penyajian data ,penarikan kesimpulan serta menggunakan SPSS untuk keabsahan data yang ada. penelitian ini mendapatkan hasil yaitu bahwa otonomi khusus mempunyai pengaruh terhadap ekonomi kerakyatan tetapi pengaruh tersebut tidak begitu besar dan otonomi khusus dalam pelaksanaanya sudah berjalan sesuai dengan peraturan otonomi khusus yang ada akan tetapi terdapat kekurangan yaitu SDM dan fasilitas yang belum terpenuhi. Sehingga diharapkan pemerintah memberikan sebuah kebijakan atau alternative untuk meningkatkan kesejahteraan Orang Asli Papua agar seimbang dengan provinsi lain. berdasarkan hasil penelitian yang dilakukan oleh peneliti implementasi otonomi khusus dalam meningkatkan ekonomi kerakyatan di Distrik Merauke mempunyai pengaruh dalam meningkatkan kesejahteraan Orang Asli Papua, akan tetapi masih perlu diperhatikan SDM di Distrik Merauke.
