Abstract
Problem (GAP): there are still many street vendors (PKL) in Luwuk sub-district who violate and their presence is considered to interfere with public activities. However, in its implementation the Civil Service Police Unit still has several obstacles. Purpose: This study aims to describe and analyze the Effectiveness of Controlling Street Vendors by the Civil Service Police Unit in Luwuk District, Banggai Regency, Central Sulawesi Province. and analyze the efforts made by the Civil Service Police Unit in Controlling Street Vendors in Luwuk District, Banggai Regency, Central Sulawesi Province. Method: The method used is descriptive qualitative with an inductive approach. Methods of data collection is done by observation, interviews, and documentation. Results/Findings: The results of the study stated that the Effectiveness of Controlling Street Vendors carried out by the Civil Service Police Unit in Banggai Regency Civil Service Police in Banggai Regency was quite effective, as evidenced by the achievement of indicators according to Duncan Richard m Steers consisting of Goal Achievement, Integration and Adaptation although the implementation is not yet conducive. This is proven by the fact that there are still many traders who are still selling and are also being sanctioned by the Satpol PP. This is because in its implementation there are still obstacles. The obstacle factor is the lack of coordination and communication between the Satpol PP and the Department of Industry and Cooperatives, besides that there is still a lack of personnel and infrastructure in the control process so that officers still have to carry out patrols every day to control and bring order to the traders who violate. Conclusion: The Effectiveness of Controlling Street Vendors carried out by the Civil Service Police Unit in Banggai Regency has been quite effective, as evidenced by the achievement of indicators according to Duncan Richard m Steers consisting of Goal Achieving, Integration and Adaptation, although the implementation is still not conducive.
