Abstract
One of the potentials in Malang City is the cultivation of freshwater fish which can be done in a narrow area such as in urban areas. Freshwater fish farming through tarpaulin ponds can be the answer in dealing with the Covid-19 pandemic through community empowerment programs. The purpose of the study was to find out the extent of the implementation of community empowerment through tilapia cultivation in Bakalankrajan Village, starting from the implementation of empowerment carried out in the form of fish cultivation from feeding, harvesting to processing it into processed tilapia fish products that have economic value. This research is based on Adisasmita's opinion (2006). :35) which has three dimensions, namely Input, Process, and Output. This research is a type of descriptive research with a qualitative approach. The data input procedure uses the methods of observation, interviews, and documentation. Data analysis was carried out in three stages, namely data reduction, data presentation, and drawing conclusions. The results showed that human resources in carrying out tilapia cultivation in Bakalankrajan Village were good, it could be seen from community participation in implementing community empowerment programs in Bakalankrajan Village. It is hoped that the government can take advantage of this program to improve the economy, community welfare, and food security. Keywords: Fish Cultivation, Empowerment, Welfare
