Abstract
Problem/Background (GAP): This study discusses the problem of differences in data on persons with disabilities between the Population and Civil Registration Service and the P3APPKB Social Service of Dharmasraya Regency. Purpose: The purpose of this research is to find out how the coordination is carried out by relevant stakeholders, the obstacles and efforts made in collecting data on persons with disabilities. Method: This study uses a qualitative method. Data obtained through observation, interviews and documentation. Data analysis techniques are carried out by reducing data, presenting data and drawing conclusions from what is obtained in the field. The theory used in this research is Hasibuan's theory which states that the factors that influence coordination are: Unity of Action, Communication, Division of Work and Discipline. Results / Findings: It is known that the difference in data on persons with disabilities owned by the Population and Civil Registration Service and the P3APPKB Social Service is due to the lack of coordination between the relevant stakeholders. This is due to several obstacles, among others, there is no forum or forum for cross-sectoral work meetings as well as the existence of sectoral egos between agencies so that it has an impact on differences in data for persons with disabilities because each agency considers the correct data to be the data it has. Efforts are being made to overcome these obstacles by holding cross-sectoral coordination meetings and conducting socialization in data collection for persons with disabilities. Conclusion: Coordination of stakeholders in data collection for persons with disabilities at the Population and Civil Registration Service with the P3APPKB Social Service, Dharmasraya Regency, West Sumatra Province in terms of the Unity of Action, Communication, Division of Work and Discipline dimensions as a whole did not work as it should. This can be seen from the statements of the two stakeholders that there is no coordination related to data collection for persons with disabilities. This resulted in the emergence of the problem of differences in data on persons with disabilities owned by the two stakeholders. Keywords: Coordination; Data Collection.
