Abstract
Problem/Background (GAP): The importance of population administration because it is useful for public services and development in all sectors as well as protection for the community is realized by the issuance of population documents, one of which is the Children’s Identity Card (KIA). The large number of children in the City of Balikpapan is a big target in the issuance of KIA, but it was found that the KIA issuance has not reached the target even though several programs have been attempted, so it is necessary to optimize the KIA issuance service. Purpose: This study aims to find out how to optimize the service for issuing Children’s Identity Cards at the Population and Civil Registration Office of Balikpapan City, the obstacles and inhibiting factors and the efforts that the Population and Civil Registration Office of Balikpapan City can do to achieve the target of the Children’s Identity Card service. Method: In this research, optimization theory is used according to Hotniar Siringoringo which is divided into three dimensions, namely goals, decision alternatives and limited resources. The research method used is qualitative with a descriptive approach and uses observation, interviews and documentation in data collection. Results/Findings: The results of this study indicate that the purpose of optimization is not yet perfect, the alternative decisions taken can be said to be quite appropriate, even though the resources can be said to be sufficient with adequate conditions. This is because of the obstacles that occurred, namely the Covid-19 pandemic which stopped the ball pick-up program to schools and there had been work from home, facilities and infrastructure where previously to print KIA you had to take turns printing E-KTPs because they didn't have a printer. specifically for KIA, human resources are also limited both in the front office and back office KIA publishing service online. Coclusion: In response to these obstacles, there are efforts that have been made or are about to be carried out, such as an online to overcome the cessation of the ball pick-up program to schools and also to complete services on the website Disdukcapil City of Balikpapan. infrastructure, employees, intensifying socialization while continuing to be consistent in efforts that can be considered successful.
