Abstract
The inability of the community to manage and develop the available resources is the main cause of the problem of poverty in Indonesia. Empowerment of shrimp farming fishing communities as an effort to improve community welfare in Kawunganten District includes counseling and providing capital assistance and distribution is not optimal due to various limitations. This study aims to determine how the empowerment of shrimp farming fishing communities in Kawunganten District is carried out by the Fisheries Service of Cilacap Regency along with the supporting and inhibiting factors in it. This study uses descriptive method and analysis of the empowerment according to ACTORS Theory uses Government Regulation Number 50 of 2015 concerning Empowerment of Small Fishermen and Small Fish Cultivators and the ACTORS theory of Sarah Cook and Steve Macaulay which is analyzed with the dimensions of Authority, Confidence and competence, Trust, Opportunities, Responsibilities, Support. The technique of collecting data are done by purposive sampling, interviews (10 informant), and documentation.The results showed that the Empowerment of Shrimp Farmers Fishermen in Kawunganten District by the Fisheries Service of Cilacap Regency based on theory and regulations went well. This is evidenced by the independence and work spirit of the shrimp farming fishing community to develop their business by enthusiastically participating in various empowerment activities. Empowerment of Shrimp Farmers Fishermen in Kawunganten District by the Fisheries Service of Cilacap Regency went optimal. In order to increase youth participation, it is recommended to optimize resources and collaborate with various components including entrepreneurs.
