Abstract
ABSTRACT Problem/Background (GAP): The author focuses on the problem of the high number of children who should receive education but do not receive education and the community's unpreparedness in the success of the compulsory education program in Purworejo Regency. Purpose: The purpose of this study was to identify and describe the implementation of the Child Friendly District program in Purworejo Regency, Central Java Province along with the inhibiting factors. Methods: This study uses a qualitative descriptive method with an inductive approach with the perspective of policy implementation theory according to Edwards III. Data collection techniques were carried out through interviews, observation and documentation studies. In collecting qualitative data, the authors conducted in-depth interviews with 8 informants. Results/Findings: The findings obtained by the authors in this study are the lack of socialization carried out by the Government, the highest level of KLA program organizers does not give appreciation for the achievements of the program achievements obtained by the Regency/City. Conclusion: The implementation of the Child Friendly District program in improving the quality of children's education in Purworejo Regency, Central Java Province in general has not been going well due to the lack of socialization carried out, programs that have not been fully understood by each agency, and the uneven procurement of facilities and infrastructure that support primary learning. There are several obstacles including the lack of communication between stakeholders caused by the busyness of each SKPD, the limited budget funds used in implementing the Child Friendly District program in the education sector. Keywords: Pogram Implementation, Child Friendly District, Education Rights ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tingginya angka anak yang seharusnya memperoleh pendidikan tetapi tidak memperoleh pendidikan dan kurang siapnya masyarakat dalam mensukseskan program wajib belajar di Kabupaten Purworejo. Tujuan: Tujuan dari penelitian ini adalah mengetahui dan mendeskripsikan implementasi program Kabupaten Layak Anak di Kabupaten Purworejo Provinsi Jawa Tengah beserta dengan faktor penghambatnya. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif dengan perspektif teori implementasi kebijakan menurut Edwards III. Teknik pengumpulan data dilakukan dengan melalui wawancara, observasi dan studi dokumentasi. Dalam melakukan pengumpulan data kualitatif, penulis melakukan wawancara secara mendalam terhadap 8 orang informan. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu kurangnya sosialisasi yang dilakukan oleh Pemerintahan, tingkatan tertinggi penyelenggara program KLA tidak memberikan apresiasi atas prestasi pencapaian program yang diperoleh Kabupaten/Kota. Kesimpulan: Implementasi program Kabupaten Layak Anak dalam meningkatkan kualitas pendidikan anak di Kabupaten Purworejo Provinsi Jawa Tengah secara umum belum berjalan dengan baik dikarenakan kurangnya sosialisasi yang dilaksanakan, program yang belum sepenuhnya dipahami oleh setiap instansi, serta belum meratanya pengadaan sarana dan prasarana yang menunjang pembelajaran utama. Terdapat beberapa hambatan meliputi kurangnya komunikasi antar stakeholder yang disebabkan oleh kesibukan masing-masing SKPD, terbatasnya anggaran dana yang digunakan dalam melaksanakan program Kabupaten Layak Anak pada bidang pendidikan.
