Abstract
ABSTRACT Problem Statement/Background (GAP): the Refocusing policy was motivated by Presidential Instruction No. 4 of 2020 to the ministers of the Advanced Indonesian Cabinet, Cabinet Secretary, Presidential Chief of Staff, Commander of the Indonesian National Army, Head of Police of the Republic of Indonesia, Attorney General, Head of non-governmental institutions, Head of Secretarial State Institutions, governors throughout Indonesia, and regents / mayors throughout Indonesia in handling Covid-19. The ongoing Covid-19 pandemic in 2021 led the Ministry of Home Affairs to issue Regulation of the Minister of Home Affairs Number 26 of 2021 concerning the Prioritization of The Use of Budget Allocation for Certain Activities, Changes in Allocation, and The Use of Regional Revenue and Expenditure Budgets for handling Covid-19. Purpose: This research aims to analyze and describe "Implementation of the 2021 Regional Budget Refocusing Policy in Handling Covid-19 in Purworejo Regency of Central Java Province". Method: The author uses qualitative research methods with an inductive approach. Data collection techniques are carried out by means of observation, interviews and documentation. The authors analyze the data using reduction techniques, data presentation and conclusion pull. Result: The observations can be known that the Implementation of the 2021 APBD Refocusing Policy in Purworejo Regency is going well with few obstacles in its implementation, this is due to the lack of comunication between regional device organizations and the slow synchronization of regulations that hinder the implementation of Refocusing. Based on the results of the analysis, the author hopes to create a Guide line for Financial Management and increase Discipline in financial management. Keywords: Implementation, policy, Refocusing ABSTRAK Permasalahan/Latar Belakang (GAP): kebijakan Refocusing dilatarbelakangi oleh Insturksi Presiden No 4 Tahun 2020 kepada para menteri Kabinet Indonesia Maju, Sekretaris Kabinet, Kepala Staf Kepresidenan, Panglima Tentara Nasional Indonesia, Kepala Kepolisian Republik Indonesia, Jaksa Agung, Kepala Lembaga Pemerintah nonkementrian, Pimpinan Kesekretariatan Lembaga Negara, para gubernur seluruh Indonesia, dan para bupati/wali kota seluruh Indonesia dalam penanganan Covid-19. Pandemi Covid-19 yang masih berlangsung ditahun 2021 menjadikan Kementerian Dalam Negeri mengeluarkan Peraturan Menteri Dalam Negeri Nomor 26 Tahun 2021 Tentang Pengutamaan Penggunaan Alokasi Anggaran Untuk Kegiatan Tertentu, Perubahan Alokasi, Dan Penggunaan Anggaran Pendapatan Dan Belanja Daerah untuk Penanganan Covid-19. Tujuan: Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan “Implementasi Kebijakan Refocusing Anggaran Pendapatan Dan Belanja Daerah Tahun 2021 dalam Penanganan Covid-19 di Kabupaten Purworejo Provinsi Jawa Tengah”. Metode: Penulis menggunakan metode penelitian kualitatif dengan pendekatan induktif. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. Penulis menganalisis data menggunakan teknik reduksi, penyajian data dan penarik kesimpulan. Hasil/Temuan: pengamatan dapat diketahui bahwa Implementasi Kebijakan Refocusing APBD Tahun 2021 di Kabupaten Purworejo berjalan baik dengan sedikit kendala dalam pelaksanaanya, hal ini disebabkan kurangnya komunikasi baik antara Organisasi Perangkat Daerah dan lambatnya sinkronisasi peraturan yang menghambat dalam pelaksanaan Refocusing. Berdasarkan hasil analisis tersebut, harapan penulis dapat membuat Guide line pengelolaan Keuangan daerah serta meningkatkan Kedisiplinan dalam pengelolaan keuangan.
