Abstract
Problem/Background (GA): The author focuses on the problem of disease outbreaks that often attack shrimp so that they often experience crop failure, fry production that has not been able to meet the needs of pond farmers as a whole, lack of assistants and extension workers. Objectives: to describe and analyze the empowerment of shrimp farmers in Tarakan City, the supporting and inhibiting factors for the empowerment of shrimp farming farmers in Tarakan City, as well as the efforts of the Fisheries Service in overcoming the inhibiting factors and utilizing the supporting factors in empowerment. Methods: This research is a qualitative research with descriptive method and inductive approach using empowerment theory by Mardikanto and Soebianto about empowerment covering 4 dimensions, namely human development, business development, environmental development and institutional development. Data analysis techniques through interviews, documentation, and observation. Results/Findings: The findings obtained by the author are that the empowerment of shrimp pond farmers in Tarakan City has been carried out, but the whole is not optimal. Conclusion: Empowerment of shrimp pond farmers in Tarakan City by the Fisheries Service has been carried out, but the whole is not optimal due to various obstacles such as poor location or road access, lack of extension workers, and capital.
