Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on problems related to the discovery of wild levies in Tangerang City by The Minister of Social Affairs Tri Rismaharani towards the community receiving social assistance of Rp. 50,000. Purpose: The purpose of this study is to find out the participation of the community in utilizing the LAKSA Application as one of the wild levies complaint media in Tangerang City. Method: This research uses qualitative research forms, descriptive methods, and inductive approaches by using Cohen and Uphoff Theory as the basis of the theory and Regulation of the Mayor of Tangerang No. 96 of 2014 concerning the Master Plan of Information and Communication Technology of Tangerang City in 2015-2018 Article 6 Chapter II the purpose of implementing E-Government as a legalistic foundation. Data collection techniques are carried out by interviews and documentation. Conclusion: The findings obtained by the authors in this study are increasing public participation in using the LAKSA Application as a medium for wild levies complaints, of the 116 complaints, there are 56 communities choosing to make wild levies complaints through the LAKSA Application rather than from other complaint applications. Then from 56 reports that 42 reports have been completed followed up, namely the examination of the reported, while 14 reports are in the process of review. Conclusion: Thus, the LAKSA Application can improve public services, provide efficiency and effectiveness, and realize community participation in using the LAKSA Application as one of the wild levies complaint media in Tangerang City. Keywords: Community Participation, Wild Levies, LAKSA Application ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan terkait penemuan pungutan liar di Kota Tangerang oleh Menteri Sosial Tri Rismaharani terhadap masyarakat penerima bantuan sosial sebesar Rp. 50.000. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui partisipasi masyarakat dalam memanfaatkan Aplikasi LAKSA sebagai salah satu media pengaduan pungutan liar di Kota Tangerang. Metode: Penelitian ini menggunakan bentuk penelitian kualitatif, metode deskriptif, dan pendekatan induktif dengan menggunakan Teori Cohen dan Uphoff sebagai landasan teori dan Peraturan Walikota Tangerang No. 96 Tahun 2014 Tentang Rencana Induk Teknologi Informasi Dan Komunikasi Kota Tangerang Tahun 2015-2018 Pasal 6 BAB II tujuan penerapan E-Government sebagai landasan legalistik. Teknik pengumpulan data dilakukan dengan wawancara dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu meningkatnya partisipasi masyarakat dalam menggunakan Aplikasi LAKSA sebagai media pengaduan pungutan liar, dari 116 pengaduan terdapat 56 masyarakat memilih melakukan pengaduan pungutan liar melalui Aplikasi LAKSA ketimbang dari aplikasi pengaduan lainnya. Kemudian dari 56 laporan bahwa 42 laporan telah selesai ditindaklanjuti yaitu pemeriksaan terhadap terlapor, sedangkan 14 laporan dalam proses penelaahan. Kesimpulan: Demikian dengan adanya Aplikasi LAKSA ini dapat meningkatkan pelayanan publik, memberikan efisiensi dan efektivitas, dan terwujudnya partisipasi masyarakat dalam menggunakan Aplikasi LAKSA sebagai salah satu media pengaduan pungutan liar di Kota Tangerang.
