Abstract
Problem Statement/Background (GAP): The Family Card is a population document containing data on the name, composition, and relationships within the family as well as the identity of family members. In an effort to improve the service of family card, Department of Population and Civil Registration of Pekanbaru City provides online services by online through the Sipenduduk Program. Purpose: The purpose of this study was to find out how the implementation, the inhibiting factors and the efforts in overcoming obstacles to the issuance of family card through the Sipenduduk Program. Method: The method used by the author in this study is a qualitative method, namely by using an inductive descriptive approach. This method aims to make a systematic, factual, and accurate description or description of the facts and the relationship between the phenomena under study. Data collection techniques were carried out by means of observation, interviews, and documentation. The data analysis techniques in this study were carried out by means of data reduction, data presentation, and drawing conclusions. Result: The results of this study indicate that the implementation of the issuance of family card through Sipenduduk program has been running well based from 6 indicators measuring the successful management by Sukarna. Conclusion: Based on the research that has been carried out, the researcher concludes that the implementation of the issuance of the Family Card through the Sipenduduk Program has been running as expected because it has proven to be very helpful for officers and the community in the service process at the Pekanbaru City Population and Civil Registration Office.
