Abstract
ABSTRACT Problem/Background (GAP): The author focuses on the problem There is still a lack of public awareness to make transfer letters, limited public knowledge of information related to the Great and Fast Actor Program innovation, not having an adequate smartphone, limited internet network in several locations. Purpose: The purpose of this research is to find out how the Great and Fast Actors Program Innovation in the Service of Making Transfer Certificates at the Population and Civil Registration Office of West Lampung Regency. Method: The research method used is a qualitative descriptive research method. Data obtained through observation, interviews, and documentation. Data analysis techniques are carried out by reducing data, presenting data, and drawing conclusions from what is obtained in the field. The theory used to analyze is Rogers theory which states 5 dimensions of public service, namely: Relative Advantage (Relative Adventage), Compatibility (Compatibility), Complexity (Complexity), Possibility (Triability) Ease (Observability) Results / Findings: due to Program Innovation Actors This Great and Fast makes it easier for people who want to complete their Population Administration Documents and it is also free of charge and does not take a long time so that the community gives a positive response to the implementation of the Great and Fast Actors Program Innovation in the Service of Making Resident Transfer Letters. Conclusion: The innovation of the Great and Fast Actors Program at the West Lampung Population and Civil Registration Service in implementing the transfer letter service using the Whatsapp application is very effective and efficient because it has proven to be very helpful for the apparatus and the community in the process of making transfer letters at the West Lampung Population and Civil Registration Service. ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan Masih kurangnya kesadaran masyarakat untuk membuat surat pindah, terbatasnya pengetahuan masyarakat akan informasi terkait inovasi Program Pelaku Hebat dan Cepat, tidak memiliki smartphone yang memadai, terbatasnya jaringan internet di beberapa lokasi.Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Inovasi Program Pelaku Hebat Dan Cepat Dalam Pelayanan Pembuatan Surat Keterangan Pindah Di Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Lampung Barat Metode: Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif. Data diperoleh melalui observasi, wawancara, dan dokumentasi. Teknik analisis data dilakukan dengan cara mereduksi data, menyajikan data, dan menarik kesimpulan dari apa yang diperoleh di lapangan. Teori yang digunakan untuk menganalisis adalah teori Rogers yang menyatakan 5 dimensi pelayanan publik, yaitu: Keuntungan Relatif (Relative Adventage), Kesesuaian (Compatibility), Kerumitan (Complexity), Kemungkinan dicoba (Triability) Kemudahan diamati (Observability) Hasil/Temuan: Temuan dari penelitian ini adalah adanya efektifitas dalam pelayanan pembuatan surat pindah, meningkatkan kesadaran masyarakat untuk membuat surat pindah dan menjadikan aparatur Dinas Kependudukan dan Pencatatan Sipil Lampung Barat lebih baik dalam memberikan pelayanan. Kesimpulan: Inovasi Program Pelaku Hebat dan Cepat di Dinas Kependudukan dan Pencatatan Sipil Lampung Barat dalam pelakasanaan pelayanan pembuatan surat pindah menggunakan aplikasi Whatsapp sangat efektif dan efisien karena terbukti sangat membantu Aparatur dan masyarakat dalam proses pelayanan pembuatan surat pindah Di Dinas Kependudukan dan Pencatatan Sipil Lampung Barat. Kata Kunci : Inovasi, Program Hebat dan Cepat, Pelayanan, Whatsapp, Pindah Penduduk.
