Abstract
Abstract This research is entitled “Political Empowerment of Beginner Voters by the Regional General Election Commission in the General Election of Regional Heads in East Baturaja District, Ogan Komering Ulu Regency, South Sumatra Province”. Indonesia is a democratic country and is entering a political year because there will be several political activities involving people aged 17 years and over. It is important for beginner voters to understand political education in participating in regional head elections in Baturaja Timur District. Empowerment activities carried out by the Regional General Election Commission such as smart homes, outreach activities and campaigns. Approaches to the beginner voters community were carried out through entertainment activities and futsal competitions, distribution of basic necessities which were attended by all groups including beginner voters and informal discussions. The author uses qualitative research methods with descriptive analysis. Data collection techniques were carried out by means of observation, interviews and documentation. The technical data analysis uses reduction, data display, and drawing conclusions. Theory empowerment which is used as a tool according to Wasistiono (1998) consists of four types of dimensions that can be seen from the goals and scope. The research findings show that there are two factors that influence the political participation of beginner voters, namely the driving factors which include political stimuli received by beginner voters either through forums followed by mass media, television media, advertisements on social networks, and informal political discussions. peers, as well as a conducive environment that is safe and comfortable in carrying out political participation while still carrying out the Covid-19 health protocol. In addition, inhibiting factors include, distance between people's residences. The level of public awareness is quite good even though the mindset of some beginner voters still has high egos and does not care and does not understand the importance of political education in participating in general elections.
