Abstract

Research with the title: Implementation of Awarding through Civil Servant Performance Assessment at the Human Resources Staffing and Development Agency (BKPSDM) west Bandung Regency. Motivated by the non-implementation of the award in 2020 to 2021 due to recofusing and budget relocation. This research aims to find out the Implementation of Awarding carried out by BKPSDM, then find out the obstacles and all efforts made to overcome obstacles that result in awarding not being implemented. In this research using a qualitative research approach with the theory used, namely the Theory of Implementation from Edward III. For collection techniques used by means of observation, interview, documentation and triangulation. As for analyzing data, the author uses data collection techniques, data reduction, data presentation and drawing conclusions. The results obtained after conducting research that the implementation of awarding through the assessment of civil servant performance in BKPSDM has been going quite well in the dimension of bureaucratic structure, but in the dimension of communication, resources and disposition did not go well. Due to recofusing and budget relocation due to the handling of Covid-19 which caused this to happen, the budget given is still relatively small, there is still a gap between staff, and information about the awarding of this award is not fully known by civil servants. The effort made by BKPSDM is to re-prepare the budget for the coming year, then increase the budget given and increase the socialization and understanding of awarding so that there is no gap between employees and information about the award is known thoroughly. It is expected that with the efforts made to always be maximized so that the awarding of awards through civil servant performance assessments can be carried out consistently in the future.
