Abstract

This research was conducted to analyze the development of civil servant competencies through education and training for functional positions in realizing good governance at the Human Resources Development Agency of the Ministry of Home Affairs. With the aim to find out the development of competency-based education and training systems by the Human Resources Development Agency of the Ministry of Home Affairs for Functional positions to develop competency-based education and training systems also efforts in its development and strategies in overcoming existing obstacles. This research uses descriptive methods with qualitative approaches, data collection techniques with interviews, observations and documentation studies. Competency development basically aims to ensure and maintain the ability of employees so that they meet the required qualifications so that they can provide optimal contributions for the organization. One form of employee development is education and training. The results of this research are related to the development of competencies for functional positions that have been running optimally. However, education and training organized by the Human Resources Development Agency of the Ministry of Home Affairs is still not appropriate with the needs of competency development in the Regional Government. The obstacles are that the Human Resources Development Agency of the Ministry of Home Affairs has not been able to meet the needs of Education and Training for Functional Positions in the area. The effort made is by approaching the Needs to Local Government related to Education and Training needed in accordance with the existing Functional Position. The advice proposed in this study is that the Human Resources Development Agency of the Ministry of Home Affairs should conduct an analysis of education and training needs to local governments in accordance with applicable needs.
