Abstract
The author focuses on the problem of empowering fishing communities in fish processing to improve community welfare in the Banda Sakti District. The purpose of this study is to determine the process of empowering fishing communities in the fish processing process in improving the welfare of their families, what are the obstacles, and how the Lhokseumawe City government is trying to overcome these obstacles. This research is a qualitative research with descriptive method and inductive approach using empowerment theory by Mardikanto and Soebianto about empowerment covering 4 dimensions, namely human development, business development, environmental development and institutional development. Data analysis techniques through interviews, documentation, and observation. The findings obtained by the researcher are that the empowerment of fishing communities in processing fish in Banda Sakti District is good but in practice there are still problems. Empowerment of fishing communities in processing fish production in Banda Sakti District, Lhokseumawe City is currently running well, but its implementation is not optimal due to various obstacles such as water conditions due to weather factors, unfulfilled facilities and infrastructure for all fishermen and also the lack of interest in increasing the production of processed products. The Lhokseumawe City government continues to strive for these obstacles by coordinating through the sub-district government to overcome them.
