Abstract
The performance of the state civil apparatus is part of supporting public services to the community. Services to the community must be able to provide good government performance so that the needs of the community are met. Despite the Covid-19 pandemic, government policies force all state civil servants to work and provide services by working from home. The purpose of this study is to find out the description of employee performance, obstacles and obstacles, as well as their efforts to improve the performance of the apparatus in the service of the apparatus at the Livestock and Animal Health Service during the Covid-19 pandemic. Performance Effectiveness uses the theory of Moeheriono with the dimensions of Work Results, Behavior, Attributes and Competencies, and Comparative. This research is a qualitative research using a descriptive method with an inductive approach. Data collection techniques using interviews, observation, and documentation. data analysis techniques using data reduction, data presentation, and drawing conclusions. Barriers to the implementation of WFH are the lack of employee motivation, unequal facilities and infrastructure, and the absence of standard operating procedures in the implementation of WFH. Efforts made in the implementation of WFH are checking and providing motivation, facilitating facilities and infrastructure, and socializing the rules for implementing WFH. Then the advice that the author gives is that it is necessary to do socialization about Work From Home to the apparatus, submit a budget to complete the facilities and infrastructure as well as evaluate the performance of employees
