Abstract
This research is motivated by the discrepancy between the available positions with the competencies possessed and the number of officials who have not attended Pim Training. This study aims to find out how the placement of civil servants in administration at the BKPSDM of Lembata Regency, the inhibiting factors and efforts to prevent the placement of civil servants in administrative positions at the BKPSDM of Lembata Regency. The research method used is qualitative research with a descriptive approach. The results of this study indicate that the placement of civil servants in administrative positions within the BKPSDM of Lembata Regency is generally guided by Law Number 5 of 2014 concerning ASN and pays attention to education, work knowledge, work skills and work experience. The inhibiting factors are the limited number of employees who meet the requirements to be placed in the administration, the absence of SIMPEG and subjective factors in the placement of employees. Efforts made by the Lembata Regency BKPSDM in overcoming these obstacles are increasing the competence of Civil Servants through education and training, establishing SIMPEG and being consistent and firm in the rules.
