Abstract
ABSTRACT Problem Statement/Background (GAP): The implementation of SIPANDU BERADAT has its own challenges, namely the implementation of peace and public order that takes place in the midst of COVID-19 as a pandemic that has hit the world which causes obstacles in the implementation of SIPANDU BERADAT. Purpose: The author in this study aims to find out how the role of the Civil Service Police Unit in implementing the Integrated Village-Based Environmental Protection System (SIPANDU BERADAT). Method: In this research, the writer uses a descriptive approach, which means that the research is to present and describe the facts in the field. While the data analysis technique is to analyze the data descriptively with a qualitative approach. The technique for obtaining data is observation, interviews, and documentation. Result: The results of the research and analysis show that the implementation of the Traditional Village-Based Integrated Environmental Security System (SIPANDU BERADAT) in Jembrana Regency has not run optimally because there are still several obstacles to the quality of human resources, especially members of the Satpol PP, facilities and infrastructure and the low support from the community as well as government. Conclusion: The findings in this study indicate that the system and the inhibiting factors are still weaknesses that must be addressed by the Regional Government of Jembrana Regency in the future. Keywords: Role, Integrated Village-Based Environmental Security System (SIPANDU BERADAT), Satpol PP ABSTRAK Permasalahan/Latar Belakang (GAP): Penyelenggaraan SIPANDU BERADAT memiliki tantangan tersendiri yaitu penyelenggaraan Trantibmum yang berlangsung ditengah COVID-19 sebagai pandemi yang melanda dunia yang menyebabkan timbulnya hambatan dalam pelaksanaan SIPANDU BERADAT. Tujuan: Penulis dalam penelitian ini bertujuan untuk mengetahui bagaimana peran Satuan Polisi Pamong Praja dalam penyelenggaraan Sistem Pengamana Lingkungan Terpadu Berbasis Desa Adat (SIPANDU BERADAT). Metode: Dalam penelitian ini, penulis menggunakan pendekatan deskriptif. Teknik analisa data yaitu menganalisa data secara deskriptif dengan pendekatan kualitatif. Teknik untuk memperoleh data adalah dengan menggunakan observasi, wawancara, dan dokumentasi. Hasil/Temuan: Hasil penelitian dan analisis menunjukkan bahwa dalam penyelenggaraan Sistem Pengamanan Lingkungan Terpadu Berbasis Desa Adat (SIPANDU BERADAT) di Kabupaten Jembrana belum berjalan secara maksimal dikarenakan masih terdapat beberapa kendala pada kualitas sumber daya manusia khususnya pada anggota Satpol PP, sarana dan prasarana serta rendahnya dukungan dari masyarakat maupun pemerintah. Kesimpulan: Temuan dalam penelitian ini menunjukkan bahwa sistem dan faktor-faktor penghambat masih menjadi kelemahan yang harus dibenahi oleh Pemerintah Daerah Kabupaten Jembrana kedepannya.
