Abstract

One area of change in bureaucratic reform can be implemented if there is a competent state civil apparatus. One of the competent civil servants is in the field of human resources, namely employees who have an educational background according to the position given to them. The purpose of this study was to determine the analysis of employee needs based on job analysis and workload analysis, inhibiting factors and efforts made to overcome them. This study uses the theory of job analysis according to Hasibuan with indicators namely job descriptions and job requirements for workload analysis using Koesmowidjojo's theory with indicators namely working conditions, use of working time, targets to be achieved.The research method used is qualitative, with descriptive methods and inductive approaches. Data collection techniques using interviews, observation, and documentation. The data analysis technique uses data reduction, data presentation, and conclusion drawing.The results showed that the needs of employees in the Agency for Personnel and Human Resources Development Tangerang Regency have not been met and not according to competence. It can be seen from the results of interviews that there is still a shortage of employees, so that employees work more than the stipulated working hours. In addition, employees who work are not in accordance with their educational background, so they must attend education and training related to job analysis and workload analysis so that they can work optimally. Researchers suggest to optimize in the preparation of job analysis and workload analysis so that it can be seen the formation needs of each section in the Tangerang Regency Personnel and Human Resources Development Agency that suits their needs.
