Abstract

ABSTRACT Problem Statement/Background (GAP): In 2000 the majority of the Samin community adhered to the teachings of faith (Adam Religion) did not get the right to embrace a religion like the beliefs held by population data. In 2016, the conflict with the Semen Gresik Factory was ridden by other interests, thus threatening the existence of Samin. In 2020 the Pengdopo Pengayoman in Kediren Village, Randublatung District is used by irresponsible people to hold liquor parties, even though this place is a sacred place for adherents of the Samin teachings. In 2021 there will be leaflets calling for looting in the Randublatung area on behalf of the Samin indigenous people. Until now, the people of Samin Dukuh Tanduran, Kemantren Village, Kedungtuban Sub-district do not want to accept assistance from the government in any form. Purpose: To describe the implementation of the protection program for indigenous peoples in maintaining the existence of the teachings of samin in Blora Regency and the factors that support and hinder the development and protection of indigenous peoples of Samin in Blora Regency. Method: This study uses a descriptive qualitative approach in terms of the type of data used in the research process. Collecting data using observation, interview, and documentation techniques. Results: Efforts have been made to protect the Samin Customary Law Community by establishing a Customary Task Force, 3 out of 5 villages with the Samin Customary Law Community in Blora Regency have formed a Task Force. Conclusion: The implementation of the Program for the Protection of Indigenous Law Community in Maintaining the Existence of the Teachings of Samin in Blora Regency has been carried out 60%. ABSTRAK Permasalahan/Latar Belakang (GAP): Tahun 2000 mayoritas Masyarakat Samin penganut ajaran kepercayaan (Agama Adam) tidak mendapatkan hak nya untuk memeluk agama seperti kepercayaan yang di anut pada data kependudukan. Tahun 2016 konflik dengan Pabrik Semen Gresik yang ditunggangi kepentingan lain sehingga mengancam eksistensi Samin. Tahun 2020 Pendopo Pengayoman di Desa Kediren Kecamatan Randublatung digunakan oleh orang tidak bertanggung jawab untuk melakukan pesta minuman keras, padahal tempat ini merupakan tempat sakral bagi penganut ajaran Samin. Tahun 2021 terdapat selebaran ajakan aksi penjarahan di wilayah Randublatung yang mengatasnamakan masyarakat adat Samin. Hingga sekarang masyarakat Samin Dukuh Tanduran Desa Kemantren Kecamatan Kedungtuban tidak mau menerima bantuan dari pemerintah dalam bentuk apapun. Tujuan: Mendeskripsikan pelaksanaan program perlindungan masyarakat hukum adat dalam mempertahankan eksistensi ajaran samin di Kabupaten Blora dan faktor yang menjadi pendukung maupun penghambat dalam pembangunan dan perlindungan masyarakat adat samin di Kabupaten Blora. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif hal ini ditinjau dari jenis data yang digunakan dalam proses penelitian. Pengambilan data menggunakan teknik observasi, wawancara, dan dokumentasi. Hasil/Temuan: Upaya yang dilakukan untuk melakukan perlindungan terhadap Masyarakat Hukum Adat Samin adalah dengan membentuk Satgas Adat, 3 dari 5 desa dengan Masyarakat Hukum Adat Samin diKabupaten Blora sudah membentuk Satgas. Kesimpulan: Pelaksanaan Program Perlindungan Masyarakat Hukum Adat dalam Mempertahankan Eksistensi Ajaran Samin Di Kabupaten Blora sudah terlaksana 60%.
