Abstract
ABSTRAK Kabupaten Polewali Mandar merupakan salah satu daerah yang terkena COVID-19. Angka COVID-19 di Indonesia pada tahun 2020 semakin bertambah setiap bulannya membuat pemerintah mengeluarkan beberapa peraturan daerah mengenai penerapan disiplin Protokol Kesehatan sebagai upaya pencengahan dan pengendalian COVID-19 di Kabupaten Polewali Mandar. Berdasarkan hal tersebut, peneliti tertarik untuk melakukan penelitian berjudul EFEKTIVITAS PENERAPAN DISIPLIN DAN PENEGAKAN HUKUM PROTOKOL KESEHATAN OLEH SATUAN POLISI PAMONG PRAJA DI KABUPATEN POLEWALI MANDAR. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Teknik analisis data dimulai dari reduksi data, penyajian data, dan penarikan kesimpulan. Dalam penelitian ini peneliti menggunakan teori efektivitas Duncan dalam Richard M. Steers dalam Steers (1985:53) . Teori ini memiliki tiga faktor untuk mengukur keberhasilan dalam mencapai tujuan, yakni pencapaian tujuan, integrasi dan adaptasi. Untuk faktor pencapaian tujuan dan Adaptasi sudah efektif. Pada kurun waktu satu bulan terakhir di januari tahun 2022 terjadi penurunan kasus Covid-19. Masyarakat menjadi taat aturan dan menjadikan hal ini sebagai budaya baru bagi masyarakat dan Satpol PP. Sedangkan faktor integrasi belum efektif dikarenakan sosialisasi protokol kesehatan yang dilakukan oleh Satpol PP hanya tefokus ke pusat belum menjangkau seluruh lapisan masyarakat serta komunikasi dan kordinasi antara Satpol PP seringkali tidak sejalan dengan instansi pemerintah lainnya. Berdasarkan hasil penelitian dapat disimpulkan bahwa penerapan disiplin dan penegakan hukum protokol kesehatan yang dilakukan oleh Satpol PP belum sepenuhnya efektif dikarenakan kurangnya SDM. Bentuk kordinasi yang dilakukan Satpol PP dengan beberapa personil terdiri dari TNI, Polri dan Satgas COVID-19 Polewali Mandar sesuai Peraturan Bupati Nomor 32 Tahun 2020 yakni operasi yustisi, menerapkan sanksi denda uang maupun denda social serta rutin melakukan patroli ke tempat keramaian.Dampak baik yang dirasakan masyarakat ditunjukan dengan jumlah masyarakat yang imunisasi meningkat. Diharapkan Pemerintah Menambah jumlah personil serta melakukan kerjasama dengan seluruh lapisan masyarakat maupun dinas kesehatan dalam melakukan sosialisasi dan memperbanyak tempat sosiaisasi untuk meluruskan berita hoax di masyarakat. Kata Kunci: Efektivitas, Protokol Kesehatan, Disiplin dan Penegakan Hukum ABSTRACT Polewali Mandar Regency is one of the areas affected by COVID-19. The number of COVID-19 in Indonesia in 2020 is increasing every month, causing the government to issue several regional regulations regarding the application of Health Protocol discipline as an effort to prevent and control COVID-19 in Polewali Mandar Regency. Based on this, the researcher is interested in conducting a study entitled THE EFFECTIVENESS OF THE IMPLEMENTATION OF DISCIPLINE AND HEALTH PROTOCOL LAW ENFORCEMENT BY THE PAMONG PRAJA POLICE UNIT IN POLEWALI MANDAR REGENCY. The research method used in this study is a qualitative descriptive method with an inductive approach. Data collection techniques used in this study were observation, interviews and documentation. The data analysis technique starts from data reduction, data presentation, and drawing conclusions. In this study, the researcher used Duncan's theory of effectiveness in Richard M. Steers in Steers (1985:53). This theory has three factors to measure success in achieving goals, namely goal achievement, integration and adaptation. The factors for achieving goals and Adaptation have been effective. In the last one month in January 2022 there was a decrease in Covid-19 cases. The community becomes obedient to the rules and makes this a new culture for the community and the Satpol PP. While the integration factor has not been effective because the socialization of health protocols carried out by Satpol PP only focuses on the center, it has not reached all levels of society and communication and coordination between Satpol PP is often not in line with other government agencies. Based on the results of the study, it can be concluded that the application of discipline and law enforcement of health protocols carried out by the Satpol PP has not been fully effective due to the lack of human resources. The form of coordination carried out by the Satpol PP with several personnel consisting of the TNI, Polri and the COVID-19 Task Force Polewali Mandar in accordance with Regent Regulation No. 32 of 2020, namely judicial operations, applying monetary fines and social fines and routinely conducting patrols to crowded places. perceived by the community is indicated by the increasing number of people who are immunized. It is hoped that the Government will increase the number of personnel and cooperate with all levels of society and the health service in conducting socialization and increasing socialization sites to straighten out hoax news in the community.
