Abstract
Problem Statement/Background (GAP): The author focuses on the problem of implementing the enforcement of Regulation No. 18 of 2007 concerning Commercial And Consumption of Alcoholic Beverages that have not been maximally carried out because of the still found sellers and liquor users in Central Bangka Regency as a result of the lack of socialization provided. Purpose: The purpose of this study is to (1) find out the implementation of Regulation No. 18 of 2007; (2) knowing and analyzing inhibitory factors that cause the maximum enforcement of Regulation No. 18 of 2007; and (3) analyze and provide input to Satpol PP as an effort to overcome the inhibitory factors that occur. Method: This research used descriptive methods with an inductive approach according to Edward III's Theory. Data collection techniques are carried out through interviews, observations, and documentation. Result: The findings obtained by the authors in this study are the implementation of enforcement of Regional Regulation No. 18 of 2007 has not run optimally due to the lack of socialization provided, insufficient resources and facilities in the enforcement of regulations that have not supported the implementation of operational activities. Some of the inhibitory factors faced in the enforcement of the regulation from the internal side such as lack of budget, number of personnel, facilities, and socialization provided. Then from the external side due to intervention from policy makers, lack of public appreciation for Satpol PP and how to get liquor that is still easy. Conclusion: The implementation of the enforcement of Perda No. 18 of 2007 has not been maximally carried out because the delivery of information to the public is carried out when there has been a violation, the resources of the apparatus in supporting operational activities are still considered lacking, and the facilities in completing the operational implementation are still lacking considering the large area. In order to overcome obstacles in the enforcement of Regulation No. 18 of 2007, it can be done by submitting a proposal for an additional budget work plan for regional activities, adding members, adding and improving operational facilities, increasing cooperation with DPMPTK and increasing consistency and commitment with SATPOL PP, police, prosecutors, and courts in enforcing Regulation No. 18 of 2007 on Commercial Procedures and Consumption of Alcoholic Beverages.
