Abstract

Government activities in the midst of environmental demands and systems. It moves in tandem with the demands of society that will not stop even will continue to develop which at the same time the environment is changing. The government paradigm and the public administration paradigm place government organizations as the accumulation of legal, political and administrative activities in an effort to carry out the functions of service, empowerment and development. Responding to this reality, government is the party that is demanded to continue to improve its ability to respond to political, social and economic dynamics at various levels. Above all, Governance is seen as a process that actualizes a point of balance between the State, private and social can only be realized if the three elements continue to think creatively and innovatively. For local governments, innovation is not solely a response to the paradigm of governance and administration but also a necessity so that its existence is more meaningful in the context of the Regional governance system in Indonesia and at the same time increasing the ability to regulate and manage its people. The capability of innovation will emerge if the regional government is more open to the surrounding environment.
