Abstract

This article claims that there is a need for new forms of innovation in the public sector because ways of innovating bureaucratic (closed) do not produce innovations that are able to answer the emerging policy challenges. Based on this shortcoming, this article defines a set of criteria, which must be met by an appropriate form of public sector innovation. This article shows that collaborative innovation meets these requirements because it opens an innovation cycle for each participant, and uses innovation resources across borders, overcomes cultural boundaries, and creates great social and political support for public sector innovation. This article highlights the risks and problems associated with collaborative innovation and that the concept must not be discarded for this reason because there are no suitable alternatives to overcome the challenges that arise and are ongoing. Finally, this article suggests the capacity, which the government needs to develop to successfully implement collaborative innovation. However, because research on innovation in the public sector is rather thin, this article suggests a map for further research to prove the role of collaborative innovation in the public sector.
